ناامنی آب به مثابه مسئله‌ای اجتماعی: تحلیلی نظری برای فهم عوامل ساختاری و پیامدهای روانی-اجتماعی

چکیده

در دهه‌های اخیر، بحران آب از یک مسئله صرفا زیست‌محیطی فراتر رفته و به پدیده‌ای چندبعدی با پیامدهای اجتماعی، روانی و نهادی بدل شده‌است. با این حال، تمرکز غالب مطالعات همچنان بر جنبه‌های مادی، اقتصادی و بهداشت است. در این میان، مفهوم «ناامنی آب ادراک‌شده» با تاکید بر تجربه‌های ذهنی، معانی اجتماعی و پیامدهای روانی ناپایداری دسترسی به آب، این خلا را برجسته می‌سازد. مقاله حاضر با هدف تبیین ناامنی آب ادراک‌شده به‌مثابه یک مسئله اجتماعی–انسانی، به بررسی عوامل مؤثر، پیامدها و مکانیسم‌های مقابله با آن می‌پردازد. چارچوب‌ نظری پژوهش، تلفیقی از نظریه بوم‌شناختی–اجتماعی و تقاطع‌گرایی است که نشان می‌دهد چگونه نابرابری‌های ساختاری، روابط قدرت و تفاوت‌های اجتماعی در قالب تجربه‌های زیسته افراد «تجسم» یافته و به پیامدهای روانی–اجتماعی منجر می‌شوند. روش پژوهش توصیفی–تحلیلی و مبتنی بر مرور ادبیات نظری و تجربی مرتبط است. یافته‌ها نشان می‌دهد که «ناامنی آب ادراک‌شده» تحت‌تأثیر عوامل اجتماعی گوناگون شکل گرفته و پیامدهایی چندسطحی شامل اضطراب، استرس مزمن، شرم اجتماعی، تضعیف روابط خانوادگی، کاهش اعتماد نهادی، تعارضات اجتماعی و تشدید چرخه فقر را به همراه دارد. همچنین، خانوارها برای مواجهه با این وضعیت از مکانیسم‌های مقابله‌ای متنوعی همچون خرید آب از بازار، بهره‌گیری از شبکه‌های حمایتی و راهبردهای روانی–اجتماعی استفاده می‌کنند که خود می‌تواند نابرابری‌های موجود را بازتولید کند. در مجموع، مقاله استدلال می‌کند که فهم و مدیریت بحران آب مستلزم توجه هم‌زمان به ابعاد مادی، اجتماعی و روانی آن و بازاندیشی در سیاست‌گذاری‌های آب با رویکرد عدالت اجتماعی و سلامت عمومی است.

In recent decades, the water crisis has moved beyond being a purely environmental issue and has become a multidimensional phenomenon with social, psychological, and institutional consequences. Nevertheless, the dominant focus of existing studies remains on material, economic, and public health aspects. In this context, the concept of perceived water insecurity, with its emphasis on subjective experiences, social meanings, and the psychological consequences of unstable access to water, highlights a critical gap in the literature.

This article aims to conceptualize perceived water insecurity as a socio-human issue by examining its determinants, consequences, and coping mechanisms. The theoretical framework integrates socio-ecological theory and intersectionality, which shows how structural inequalities, power relations, and social differences are “embodied” in the lived experiences of individuals and lead to psychosocial consequences.The study adopts a descriptive–analytical approach based on a review of relevant theoretical and empirical literature.

The findings indicate that perceived water insecurity is shaped by diverse social factors and produces multi-level consequences, including anxiety, chronic stress, social shame, weakened family relationships, declining institutional trust, social conflicts, and the intensification of poverty cycles. Households respond through various coping strategies—such as purchasing water from markets, relying on support networks, and adopting psychosocial strategies—which may themselves reproduce existing inequalities. Overall, the article argues that understanding and managing the water crisis requires simultaneous attention to its material, social, and psychological dimensions, as well as a rethinking of water policies through the lenses of social justice and public health.
